In addition to keeping our members informed about issues affecting the Upper East, the Association works proactively to beautify the neighborhood and enhance the quality of life of our residents. Our mission is to preserve and enhance our neighborhood. We also work proactively with City leadership, at the staff level as well as with City Council, to address our members’ concerns.
We have developed an Emergency Response and Preparedness Program modeled after the State of Washington’s “Map Your Neighborhood” program:
Neighborhoods that are prepared for emergencies and disaster situations save lives, reduce the severity of injuries and trauma and reduce property damage. In addition, contributing as an individual and working together as a team helps develop stronger communities and improve the quality of life in the community.
The Map Your Neighborhood program guides you and your neighbors through simple steps to help enhance your preparedness for an emergency. These steps will help you to quickly and safely take actions that can minimize damage and protect lives. It is designed to improve disaster readiness at the neighborhood level, 15-20 homes or a defined area that you can canvas in 1 hour. It teaches neighbors to rely on each other during the hours or days before fire, medical, police or utility responders arrive.

We also continue to encourage our members to practice good water-saving practices to help alleviate the effects of reoccurring droughts and to maintain our “green” neighborhood.
The Association is also helping to encourage the use of the City’s Neighborhood Watch Program.
And as an ongoing effort the board and other members are actively involved in the Mission Heritage Trail/Safe Passage initiative to ensure the safety of pedestrians, bicycles, and drivers in the lower Mission Canyon and Los Olivos Street area, particularly between the Santa Barbara Mission and the Santa Barbara Natural History Museum, all of which are within the Upper East.
